Basic description
This command allows you to teach a command or skill to another player. In the case of commands the person doing the teaching needs to be experienced enough in the skill to teach it, and the person being taught also needs to be experienced enough to learn the skill.
In the case of skills the person doing the teaching needs to have an effective teaching bonus that is higher than the skill bonus of the person being taught.
The effective teaching bonus (also known as etb) is the average of two numbers: (1) the bonus in the skill being taught, and (2) either the bonus in the relevant teaching skill, or twice the bonus in the taught skill, whichever is lower.
Once it has been determined that the teacher has sufficient teaching bonus to teach the student, the teacher's teaching skill, with a difficulty based on the student's bonus in the skill being taught, will be tested to see if the teacher should be rewarded or not.
Auto teach
If the person you are trying to learn from has 'auto teach' turned on then you can learn skills from them directly without them having to 'teach' you.
The teacher can use the 'teachers' command to toggle whether they have automatic teaching enabled.
Teaching costs and specialisation
The cost in experience to the student is based on the relative difference between the teacher's etb and the bonus of the person being taught. However, this effect is capped; it is not necessary to have the very best teacher, unless your own skill is relatively high.
For example, a student with a bonus of 100 in fighting.defence.dodge will spend just as much XP learning from a teacher with an etb of 300 as she will learning from a teacher with etb 1000. Learning from a teacher with an etb of 200 would cost more.
Every teacher can choose to specialise in one skilltree (for example, fighting, adventuring, ...). For this tree, the cap to their etb will be higher. To set your specialisation, use "teach specialise in <tree>". You can change this specialisation later, but with a restriction: you must set your specialisation to None for at least five minutes before being able to set it to a new tree. This is to stop people from constantly changing it.
You can find available teachers online, both specialised and unspecialised ones, using the "teachers" command.

Use "learn" to learn the skill.

Your effective teaching bonus in fighting is 107.

Players can now use the "teach me" syntax to learn skills and commands
from you without your intervention (provided they are in the same room).
Players you are ignoring still will not be able to learn from you.
